An amazing education resource could be available to MA families if Governor Healey is willing to sign onto it.
The Federal Scholarship Tax Credit Program, (FSTCP), allows taxpayers to receive a dollar-for-dollar federal tax credit for contributions to nonprofit Scholarship Granting Organizations. If the FSTCP is implemented, Massachusetts citizens could choose to have their taxes apply to organizations providing scholarships to K–12 students for tutoring, after-school programs, special education services, tuition assistance, and more.

Every Massachusetts family deserves the ability to choose the education that fits their child, no matter what that looks like. Many parents are looking for a full alternative to their child’s public school, and we firmly believe in accessible education alternatives to public schools. Other families want to keep their child in public school but supplement it with after-school tutoring or specialized instruction their school doesn’t provide. The FSTCP supports both paths. It gives parents the freedom to direct resources toward whatever combination of options serves their child best.
This isn’t a partisan issue. It’s about making sure every child gets the education they deserve and every parent has the tools to make that happen.
For this program to take effect, Governor Healey must opt in. The FSTCP originated from the Educational Choice for Children Act (ECCA), which was incorporated by federal lawmakers into the most recent “Big, Beautiful Bill.” Governor Healey has yet to implement the bill in Massachusetts, meaning the program has not taken effect in our communities. To take advantage of this program, Governor Healey must opt in before January 1, 2027.
Many other states across the country have already opted in to this program, including progressive states such as Colorado. Now it’s our turn.

Dear Governor Healey,
I am writing to respectfully urge you to opt Massachusetts into the Federal Scholarship Tax Credit Program (FSTCP) before the January 1, 2027 deadline. This is a rare opportunity, and time is running out to act on it.
This program lets taxpayers receive a dollar-for-dollar federal tax credit for donations to nonprofit Scholarship Granting Organizations, funding K-12 scholarships for tutoring, after-school programs, special education services, tuition assistance, and more. It requires no new state spending and takes nothing from public school budgets.
If Massachusetts doesn’t opt in, families here lose out twice: Residents can still donate and claim the credit, but the scholarships they fund will go to students in other states — while our own kids go without.
This isn’t a partisan issue. States across the spectrum have already opted in, including Colorado. Massachusetts families deserve the same chance.
Please don’t let this deadline pass without giving Massachusetts families access to these resources. Their children’s education can’t wait.
