Parents should not be forced to give their children a vaccine that conflicts with their deeply-held religious beliefs. These bills would limit or eliminate religious exemptions to school vaccine mandates and allow minors to consent to their own vaccinations
We oppose these bills for these reasons:
- Religious Exemption Eliminated
S.1557 and H.2554 would completely eliminate the religious exemption to vaccines for K–12 students, while S.1618 would place all exemption requests under the control of the Department of Public Health (DPH), allowing them to deny exemptions during a declared “public health emergency” — even at private religious schools. This is a threat to religious liberty and parental rights that will have impacts far beyond just vaccines. - Schools and Parents Shamed
S.1618 would require schools to report student vaccination data and allow DPH to label schools as “elevated risk programs” if they don’t meet herd immunity thresholds. These schools would be forced to notify all current and prospective families, disproportionately targeting small private and religious schools, and could be ordered to exclude unvaccinated students at any time. - Coerced Agreement with State Doctrine
Parents requesting a religious exemption under S.1618 would be forced to sign a form stating that their beliefs contradict public health policy and endanger others — a coercive measure that stigmatizes religious conviction and punishes conscientious families.
